Implementing the 3Rs Program

The foundation of the 3Rs (Recognize, Retreat, Report) Explosives Safety Education Program is a consistent, easily understood, and remembered safety message. The 3Rs Program and message is the basis for education programs used to inform Soldiers, their families, civilian workers and the public of the hazards associated with munitions that may be encountered anywhere, particularly on installations and Formerly Used Defense Sites (FUDS).

Although the description of the 3Rs message may change slightly, given the subject matter or target audience, the base message is the same. Defense Explosives Safety Regulation (DESR) 6055.09, Army Regulation (AR) 385-10, AR 385-63, and Department of the Army Pamphlet (DA PAM) 385-64 require installations to establish a 3Rs Explosives Safety Education Program.

To help disseminate the 3Rs message, a variety of outreach materials have been developed, including a wide range of 3Rs Resources. Approved 3Rs materials are downloadable from this website, offering a toolbox of outreach materials. The design of the 3Rs material allows users to make some modifications (e.g., add points of contact, use site-specific pictures), but please note the 3Rs logo and Recognize, Retreat, and Report messaging are standardized and should not be altered. Additionally, the 3Rs materials, much of which is available in Spanish as well as English, have been designed using recognized learning techniques, making them adaptable for various activities and suitable for use anywhere.

From informative factsheets, generic newsletter templates to engaging videos and social media pictures, these resources offer a diverse range of resources tailored to promote safety awareness and education. Whether it’s workplace safety, emergency preparedness, or public safety initiatives, the 3Rs Resources equips users with the necessary tools to effectively communicate vital information and foster a culture of safety within their communities.
