Purpose of the EO
- This EO directs the Federal Government to lead by example to achieve a carbon pollution-free electricity sector by 2035 and net-zero emissions economy-wide by no later than 2050.
Government-wide Goals
- 100 percent carbon pollution-free electricity by 2030, including 50% on a 24/7 basis
- 100 percent zero-emission vehicle acquisitions by 2035, including 100% zero-emission light-duty vehicle acquisitions by 2027
- Net-zero emissions buildings by 2045, including a 50% emissions reduction by 2032
- Net-zero emissions from Federal procurement by 2050
- Net-zero emissions operations by 2050, including a 65% reduction by 2030
- Divert from landfills at least 50% of non-hazardous solid waste and construction and demolition waste and debris by 2025, and 75% by 2030
- Climate resilient infrastructure and operations
- Develop a climate- and sustainability-focused Federal workforce
- Advance environmental justice and equity-focused operations
- Accelerate progress through domestic international partnerships
DoD Implementation
- DoD designated the Senior Advisor for Climate at the Office of the Secretary of Defense as the Department of Defense’s Chief Sustainability Officer
DoD will continue to develop an annual Sustainability Plan, which will include implementation status, progress on Government-wide goals, operational issues, and strategies to advance its mission through resilient infrastructure and business practices that improve performance and affordability.

EO 14057 was signed by President Biden on December 8, 2021, and revoked EO 13834. This EO affirms that it is the policy of the United States that the Federal Government leads by example to achieve a carbon pollution-free electricity sector by 2035 and net-zero emissions economy-wide by no later than 2050. Through a whole-of-government approach, the United States will demonstrate how innovation and environmental stewardship can protect our planet, safeguard Federal investments against the effects of climate change, respond to the needs of all of America’s communities, and expand American technologies, industries, and jobs.
Federal Sustainability Plan
President Biden’s Executive Order 14057 on catalyzing American clean energy industries and jobs through Federal sustainability and accompanying Federal Sustainability Plan (collectively referred to as “The Federal Sustainability Plan”) sets out a range of ambitious goals to deliver an emissions reduction pathway consistent with President Biden’s goal of reducing U.S. greenhouse gas emission by 50–52 percent from 2005 levels by 2030 and limiting global warming to 1.5 degrees Celsius, as the science demands.
