he DoD CBP facilitated an inter-Service training session on 18 September 2013 to review outstanding questions and provide clarification on the Coastal Zone Management Act (CZMA) Memorandum of Understanding (MOU). Participants included representatives from NAVFAC Mid-Atlantic Regional Counsel, the DoD Chesapeake Bay Program, and military facilities in Maryland. DoD and the state of Maryland signed the MOU earlier this year to resolve DoD installations' challenges with identifying and determining the application of federal consistency requirements of the CZMA to the Maryland Coastal Management Program. Installations that are benefiting from the MOU include the U.S. Army's Aberdeen Proving Ground; Fort Meade and Adelphi Laboratory's Blossom Point Facility; the U.S. Air Force's Joint Base Andrews, and U.S. Navy's NAS Patuxent River, NSF Indian Head, NSA Annapolis, and U.S. Naval Academy.
