Florida’s Comprehensive Wildlife Conservation Strategy

The Florida Fish and Wildlife Conservation Commission is developing the state’s Comprehensive Wildlife Conservation Strategy.

Georgia

Georgia Land Conservation Partnership

The Governor’s Advisory Council for the Georgia Land Conservation Partnership was created on December 30, 2003 by Executive Order. The Council is to oversee the development of Georgia’s first comprehensive, statewide land conservation plan.

The plan is to consist of:

  • “State acquisition of large, strategic parcels of land, including fee or less than fee interests;
  • State grants to counties and cities for greenspace acquisition and protection; and
  • State support and incentives to increase land conservation by private landowners, land trusts, and philanthropic organizations.”

Given that much of the land near Georgia’s military installations provides conservation benefits it is likely that this plan under development will have benefit to the military. The Council’s report and recommendations are due to the Governor by August 31, 2004.

Georgia Land Conservation Partnership

The Wildlife Resources Division of the Georgia Department of Natural Resources has begun efforts to “develop a comprehensive plan for conserving Georgia’s wildlife.”

Hawaii

Support For Navy Lease and Agricultural Buffer

HR 116, 2004 demonstrates the House’s support for the Navy’s request for a “long-term lease of approximately 270 acres of coral based state land” and a restrictive easement for adjacent state lands near the Pacific Missile Range Facility. The House further “(u)rges the Board of Land and Natural Resources (BLNR) to support the Navy’s request.”

Conservation Efforts

  • The Division of Fish, Wildlife & Marine Resources is working on their Comprehensive Wildlife Conservation Strategy Plan.
  • In 1993, the New York State Environmental Protected Fund was established to provide “mechanisms for open space conservation and land acquisition.” This is funded from a portion of revenue from the New York State Bluebird License Plate.

North Carolina

Special Use Airspace

N.C. Gen. Stat. รŸ 63-90 – รŸ 63-92 (SB 260, 1987) requires that the Division of Aviation of the Department of Transportation shall provide to the General Assembly or the Joint Legislative Commission on Government Operations “all applications to the Federal Aviation Administration and all proposed rule changes by the Federal Aviation Administration for the creation of or changes in special use airspaces, including military operation areas and restricted areas for aircraft operation over North Carolina during the period for public comment.” The General Assembly or the Joint Legislative Commission on Government Operations shall notify the Federal Aviation Administration of the state’s official position on the pending application or rule change.

North Carolina Military Summit

In 2003, the Governor and Lieutenant Governor held a North Carolina Military Summit to educate leaders on the economic importance of the state’s military and the 2005 Base Realignment and Closure Act.

  • Rhode Island’s Division of Fish and wildlife is preparing the state’s Comprehensive Wildlife Conservation Strategy Plan.
  • In 2000, voters approved $23.5 million for open space acquisition. This measure was referred by the legislature through Article 5 of H 7862 (Chapter 55, 2000).

The Tennessee Wildlife Resources Agency is preparing the state’s Comprehensive Wildlife Conservation Strategy.

Texas

Texas Conservation Plans

The Texas Parks and Wildlife (TPW) Department developed the 2002 ” Land and Water Resources Conservation and Recreation Plan ” which will ” guide the Department over the next ten years in conserving natural resources and providing public access to the outdoors.” This plan was directed by the 77th Legislature through SB 305. The department in 1999, helped to form the Texas Land Trust Council to “serve as a support association for all land trust organizations in Texas.” The department is currently working on its Comprehensive Wildlife Conservation Strategy.

Utah

Resolutions – SCR 3, 2004

  • SCR 3, 2004 expresses the support and appreciation that the Legislature and the Governor have for Hill Air Force Base. Resolution informs that the state of Utah has “spent over $12 million to secure and protect the air space around Hill Air Force Base and another $2 million for an emergency landing strip.”

Comprehensive Wildlife Conservation Strategy

The Virginia Department of Game and Inland Fisheries is developing a “comprehensive strategy for managing wildlife in Virginia.”

Vermont

Conservation Efforts
The Vermont Fish & Wildlife Department is leading the development of Vermont’s CWCS which will address the needs of all wildlife in the state and grow from collaboration with conservation partners across the state.

Washington

Statewide Strategy for Land Acquisitions and Disposal
SSB 6242, 2004 requires the interagency for outdoor recreation to submit a report to the Legislature and the Governor by June 30, 2005. This report shall include a recommended statewide strategy for coordination of future habitat and recreational land acquisitions.

Comprehensive Wildlife Conservation Strategy

The Washington Department of Fish and Wildlife is developing a Comprehensive Wildlife Conservation Strategy “with the intention to create a dynamic vision for the protection of Washington’s species and habitats in greatest need of conservation.”

Washington Biodiversity Council
In March 2004, the Governor through Executive Order 04-02 established the Washington Biodiversity Council which sunsets December 31, 2007. The Council is to submit a strategy to the Governor and the Legislature addressing such items as:

  • 30 year plan that will enable Washington to “sustainably protect its biodiversity heritage.”
  • Assess existing and potential landowner stewardship incentive programs.
  • Develop a website to convey information on Washington’s biodiversity.

This executive order responds to one of the recommendations from the “Washington Biodiversity Conservation Strategy Report” which was required by ESSB 6400.

West Virginia

Conservation Efforts

The West Virginia Division of Natural Resources is preparing the state’s Comprehensive Wildlife Conservation Strategy.

Wisconsin

Conservation Efforts

  • The Divisions of Land, Forestry, Water, and Enforcement and Science are preparing the state’s Comprehensive Wildlife Conservation Strategy Plan.
  • In 1989, the Knowles-Nelson Stewardship Fund was established by the Legislature. On an annual basis the program has authority to spend $60 million, funded with general obligation bonds. To date, more than 250,000 acres have been protected. The program’s stewardship has five major components:
    • Land and easement acquisition for both conservation and recreation,
    • Local assistance grants that support “nature-based outdoor recreation,”
    • Property development on state lands,
    • Conservation of Baraboo Hills and
    • Acquisition of blufflands along the Great Lakes.
