Historic Privatized Housing

Military Housing Privatization Initiative (10 U.S.C. 2871 et seq.)

This legislation, passed by the U.S. Congress in 1996, allowed for the privatization of military housing. Under the Military Housing Privatization Initiative (MHPI) authorities, Services can enter into agreements with private developers, who can compete for 50-year leases to maintain and operate military family housing.

This document summarizes the Military Department Capehart Wherry Program Comments. The Capehart Wherry Program Comments (PC) were adopted pursuant to 36 CFR 800.14(e). The Army PC was signed on May 31, 2002 and the combined Navy and Air Force PC was signed on November 18, 2004. The Capehart Wherry PCs demonstrate Military Service compliance with their responsibilities under Section 106 of the National Historic Preservation Act for military housing built between 1949 and 1962.

The Advisory Council on Historic Preservation approved a Program Comment that facilitates the Army's compliance with the National Historic Preservation Act with regard to management of its inventory of Capehart and Wherry Era family housing and associated structures and landscape features.  Executed – May 31, 2001; Expiration – None.
